Why Rastrac Doesn’t Do DOT/LOT (and What It Focuses On Instead)

Rastrac has spent more than three decades building GPS fleet tracking and asset management tools. Its platform tracks vehicles, heavy equipment, trailers, and other assets in real time for customers ranging from municipalities and public-safety agencies to construction firms, rental companies, utilities, and commercial fleets. One question that sometimes comes up is why the company does not position itself as a full DOT/LOT (or ELD/Hours-of-Service) compliance provider.

Here’s the straightforward reason, and why that choice benefits many of the fleets Rastrac serves.

What “DOT/LOT” Typically Means in This Context

In the commercial motor vehicle world, “DOT” most often refers to U.S. Department of Transportation / FMCSA requirements-especially the Electronic Logging Device (ELD) mandate and Hours of Service (HOS) rules under 49 CFR Part 395. These rules require many interstate carriers to use registered ELDs that automatically record driving time, engine hours, vehicle miles, location, and duty status so drivers and carriers can demonstrate compliance with daily and weekly limits.

“LOT” is less standardized in public materials and may refer to related operational or documentation practices some fleets pair with DOT compliance (or, in other industries, lot/date tracking). In practice, the combination usually points to the specialized, highly regulated world of HOS logging and roadside inspection readiness.

Rastrac deliberately stays outside that niche.

Why Rastrac Chooses Not to Be an ELD Provider

1. Different core problem to solve ELD systems exist primarily to create an auditable record of a driver’s duty status for federal safety rules. Rastrac was built to answer a broader set of operational questions: Where is every asset right now? How is it being used? Is it being driven safely? When does it need maintenance? Has it left a job site or geofence after hours? Can we recover it if stolen?
2. Hardware-and platform-agnostic philosophy Rastrac emphasizes open devices (not locked to its software), flexible hosting options, month-to-month contracts, and the ability to work with existing hardware or even no hardware at all via RastracFusion (OEM-embedded telematics activated by VIN). Full ELD solutions require specific engine synchronization, certified data elements, self-monitoring for malfunctions, and registration on the FMCSA list. That regulatory and technical stack is a different product category.
3. Customer mix A large share of Rastrac’s users-municipal fleets, public works (snowplows, street sweepers, sanitation), public safety, construction equipment, rental assets, utilities, and many local or short-haul operations-are not subject to the full ELD mandate or operate under exemptions. For them, a pure HOS logging tool adds cost and complexity without solving their daily visibility, utilization, theft, or maintenance problems.
4. Focus on reliability and customization over regulatory specialization Rastrac maintains a long track record of high uptime, in-house engineering, and the ability to tailor solutions (including StreetComplete for color-coded municipal route coverage). Building and continually certifying an ELD would shift resources away from the features most of its customers actually use every day.

What Rastrac Does Provide for Compliance-Minded Fleets

Rastrac is not anti-compliance. Its platform supplies data and reports that many fleets use as supporting documentation:

• Engine hours, mileage, and maintenance interval tracking with alerts
• Driver behavior records (speeding, hard braking, acceleration, idling) relevant to safety scores
• Trip, timecard, geofence, and route history reports
• Exportable records in common formats (PDF, Excel, CSV, HTML)
• Support for vehicle diagnostic protocols (J1939, OBD-II, etc.) on compatible devices

These capabilities help with maintenance programs, internal audits, insurance conversations, and certain state or local requirements. They do not replace a registered ELD for carriers that must keep electronic Records of Duty Status.

The Practical Takeaway

If your primary need is FMCSA-registered HOS logging so drivers can present electronic logs at a roadside inspection, you should use a purpose-built, currently registered ELD solution. Rastrac does not offer that product and does not claim to.

If your needs center on knowing where assets are, how they are used, whether they are being driven safely, when they need service, and how to recover them if something goes wrong, especially across mixed or non-traditional fleets, then Rastrac’s long-standing focus on flexible GPS tracking and telematics is the deliberate design choice.
